Jerry Polcari is the Director, IT Administration
& Finance at Harvard Pilgrim Health Care reporting to the Chief Information Officer. Since joining Harvard Pilgrim in
2000, Jerry has played a key role in the Office of the CIO with responsibility for all administrative and financial functions
including Financial Management, Contract Management, Vendor Management, Sourcing Management, Strategic Planning and Asset
Management. Jerry is responsible for a $102 Million operating and $35 Million capital budget.
Jerry´s professional interests center around the business of information technology. He has a highly diversified background
in the operations and management of information technology resources within the government sector, serving 17 years with the
Commonwealth of Massachusetts. Prior to joining Harvard Pilgrim, Jerry served as the Procurement Management, IT Software &
Services for the Commonwealth of Massachusetts, had significant experience implementing government procurement requirements
with all the major large information technology suppliers. He planned, developed, and implemented new and innovative information
technology and services procurements that increased the availability of technology, reduced costs, and expanded the purchasing
flexibility for the six New England states. He has also provided technical consulting to Massachusetts and other New England
States regarding the impact of new technology and policies, including advising agencies on IT procurement standards for large
organizations.
Jerry holds a BA from St. Anselm College and a Masters of Public Administration
from the Pennsylvania State University.
Jerry has also served as a Selectman in the
Town of Winchester, Massachusetts, where he was responsible for day-to-day policy decisions and management of the Town.
